ملخص
تهدف هذه الدراسة إلى قياس وتحليل مستوى التمكين الإيجابي وكفاءة الأداء التشغيلي في قطاع السياحة المغربي خلال سنة 2023، وذلك باستخدام منهجية الإحصاء الإيجابي (Positive Statistics Methodology – PSM). اعتمدنا في التحليل على بيانات تخص 29 مدينة سياحية بالمملكة المغربية، وشمل متغيرات الأداء الأساسية: عدد السياح الوافدين، وعدد ليالي المبيت بالمؤسسات المصنفة، ومعدل الإشغال. تم بناء ثلاثة مؤشرات لقياس التمكين السياحي، هي: مؤشر التمكين الإيجابي(PEI) ومؤشر التغطية الوطنية(CI) والمؤشر المركب للتمكين الإيجابي CPAI)) كما استخدمت الدراسة أدوات إحصائية لامعلمية، شملت معامل ارتباط سبيرمان، واختبار كروسكال–واليس، واختبار دن(Dunn’s Test)، لتحليل الفروق البنائية بين مستويات التمكين والكفاءة التشغيلية. وخلصت الدراسة إلى أن التمكين الإيجابي يشكل محدداً أساسياً للكفاءة التشغيلية، مع ضرورة تبني سياسات سياحية تفاضلية قائمة على خصائص كل فئة تمكينية.

Abstract
This study aims to measure and analyze the level of positive empowerment and operational performance efficiency in the Moroccan tourism sector during 2023 using the Positive Statistics Methodology (PSM). The analysis draws on data from 29 tourist cities across the Kingdom of Morocco and incorporates key performance variables, including the number of tourist arrivals, the number of overnight stays in classified accommodation establishments, and the occupancy rate. Three indicators were constructed to assess tourism empowerment: the Positive Empowerment Index (PEI), the National Coverage Index (CI), and the Composite Positive Empowerment Index (CPAI). The study also employed nonparametric statistical techniques, including Spearman’s rank correlation coefficient, the Kruskal–Wallis test, and Dunn’s post hoc test, to examine structural differences across empowerment levels and operational efficiency. The findings indicate that positive empowerment is a key determinant of operational efficiency and highlight the importance of adopting differentiated tourism policies that align with the characteristics of each empowerment category.
