تهدف هذه الورقة إلى عرض الأسس المفاهيمية والإطار المنهجي لمنهجية الإحصاء الإيجابي بوصفها مقاربة تحليلية تنموية ضمن الإحصاء التطبيقي. وتركّز الدراسة على قياس التمكين والتحسّن والمؤشرات البنّاءة، بدلًا من الاقتصار على رصد أوجه القصور والإخفاقات.
This paper aims to present the conceptual foundations and methodological framework of the Positive Statistics methodology as a development-oriented analytical approach within applied statistics. The study focuses on measuring empowerment, improvement, and constructive indicators, rather than limiting analysis to the identification of deficiencies and failures.
