This founding issue marks the official launch of the Positive Statistics Academy Jour (PSAJ), a peer-reviewed, open-access scientific journal published by the Positive Statistics Academy (Iraq).The purpose of this founding issue is to establish the journal’s scientific identity, define its scope, and present its editorial framework and publication policies. In line with internationally recognized best practices for launching new academic journals, this issue focuses on introducing the conceptual and methodological foundations of Positive Statistics, rather than presenting competitive research articles.Accordingly, this founding issue is dedicated to outlining the theoretical background, analytical orientation, and applied relevance of Positive Statistics as a development-oriented approach within applied statistics.Fully peer-reviewed theoretical and applied research articles will be published starting from subsequent issues of the journal.

يمثّل هذا العدد التأسيسي الانطلاقة الرسمية لـ مجلة أكاديمية الإحصاء الإيجابي (PSAJ)، وهي مجلة علمية محكّمة، مفتوحة الوصول، تصدر عن أكاديمية الإحصاء الإيجابي (العراق).يهدف هذا العدد إلى ترسيخ الهوية العلمية والمؤسسية للمجلة، وتحديد نطاقها العلمي، وعرض إطارها التحريري وسياساتها الخاصة بالنشر، وذلك انسجامًا مع الممارسات الأكاديمية الدولية المعتمدة عند إطلاق المجلات العلمية الجديدة.وبناءً على ذلك، خُصص هذا العدد لتعريف الأسس المفاهيمية والمنهجية للإحصاء الإيجابي بوصفه مقاربة تحليلية تنموية ضمن الإحصاء التطبيقي، دون تضمين بحوث تنافسية.وسيبدأ نشر البحوث العلمية المحكمة، النظرية والتطبيقية، اعتبارًا من الأعداد اللاحقة للمجلة.
